Finance Bill 2026 Passed: Late-Night Drama as Parliament Approves KRA Tax Report.

The National Assembly has officially passed the Finance Bill 2026 in a dramatic late-night voting session on Thursday evening, clearing the final legislative path for the government’s ambitious KSh 4.8 trillion budget framework. Despite a consolidated pushback and calls for a division vote from opposing political camps, the broad-based government coalition marshaled its numerical strength to push the Finance Bill 2026 passed Kenya metrics through its critical Third Reading. The bill now leaves the floor of parliament and proceeds directly to President William Ruto for presidential assent before the impending July 1st implementation deadline.

The Final Vote Tally and Internal Friction

According to the official structural tally announced by Speaker Moses Wetang’ula, the bill sailed through with 122 Members of Parliament voting in favor against 40 opposing legislators. The definitive division vote revealed a split within various regional factions, particularly following instructions from localized political leaders urging their allied MPs to force a public electronic vote to log individual stances.

The successful passage of the report has already drawn sharp criticism from prominent governance analysts. Noted lawyer and governance commentator Willis Otieno faulted a significant section of lawmakers who skipped the session, arguing that skipping the definitive vote weakened the opposition’s front during a critical economic moment for the taxpayer.

Aments Adopted and What Survives

While the national treasury officials maintain that the fiscal measures are engineered to strengthen domestic tax administration and cut down on external borrowing lines, the final draft adopted a handful of late-stage amendments tabled by the Finance and National Planning Committee. These amendments followed a massive public participation loop that pulled over 100,000 public submissions across 13 counties.

Key changes include the technical modification or outright removal of several heavily contested eco-levies and digital service tax parameters that local traders, tech professionals, and civil society groups had previously warned would drastically spike the local cost of living.
