Finance Bill 2026; Budget Corruption? Omtatah Demands Withdrawal of Finance Bill 2026.

NAIROBI, Kenya — Busia Senator Okiya Omtatah has thrown a massive spanner into the legislative works, demanding the immediate withdrawal of the newly approved Finance Bill 2026. The activist senator has exposed a whopping Sh101.37 Billion hidden under vague, unexplained line items in the 2026/2027 national budget framework, sparking intense national outrage.

According to Omtatah, these multi-billion shilling allocations are filed under a generic expenditure category labeled “Other Operating Expenses” across various ministries and state departments, completely unlinked to any identifiable public programs, votes, or legal purposes.

“Budgeted Corruption” Exposed

In a scathing public statement, Omtatah detailed that the State Department for Internal Security and National Administration headquarters holds Sh10.35 billion under this vague category, dwarfing its actual classified operating expenses of Sh4.7 billion. Similarly, the National Treasury has tucked away Sh13.01 billion under the same broad heading.

The Senator argues that these opaque allocations directly sabotage Parliament’s constitutional oversight role and open wide the doors for irregular spending.

“Public funds cannot lawfully be appropriated without clearly identifying the vote, programme, purpose, and expected outcomes for which they are intended,” Omtatah stated firmly.

Why the Finance Bill 2026 Isn’t Needed

The core of Omtatah’s bombshell drops straight on Kenyan taxpayers. The National Assembly recently approved the controversial tax-raising clauses in the Finance Bill 2026, aimed at squeezing an extra Sh98.5 billion out of an already hurting public to fund the Sh4.8 Trillion budget.

Omtatah points out that the Sh101.37 billion hidden in “Other Operating Expenses” is actually larger than the entire revenue target of the new tax laws.

“This reveals a glaring truth: existing taxation rates are already more than sufficient to finance the FY 2026/2027 national budget,” Omtatah stated. “There is absolutely no basis for imposing on Kenyans the taxes contained in the recently approved Finance Bill 2026. If the National Assembly cleanses the budget estimates to eliminate this budgeted corruption, Kenyans would not need to be taxed an extra shilling.”

He further conservatively estimated that a total, intensive budget-cleansing exercise across every line item could yield significantly more hidden savings.

High Stakes as Deadline Looms

Despite the Senator’s whistleblowing and mounting public pressure, President William Ruto is widely expected to assent to the controversial Finance Bill 2026 today, Tuesday, June 23, cementing the administrative tax amendments set to take effect on July 1, 2026.

Whether Omtatah will take his traditional route and move to the High Court to halt the implementation of the Bill on these grounds remains the big question on everyone’s mind in the capital.
