Fiscal Boost: World Bank Approves KSh 97B Loan for Kenya

NAIROBI, Kenya — Fiscal Boost: The World Bank Board has officially approved a massive $750 million (approximately KSh 97 billion) budget support loan for Kenya. This critical injection of foreign capital is designed to stabilize public finances, support structural economic reforms, and significantly ease pressure on the country’s expensive domestic borrowing market.

The funding package features a highly modern sustainability-linked financing facility, making Kenya one of the first African nations to secure international funding directly tied to strict governance, transparency, and sustainability benchmarks.

Directly Funding the Treasury

Unlike traditional, project-specific development financing restricted to single infrastructure items, this multi-billion shilling budget support facility is disbursed directly to the National Treasury. This gives President William Ruto’s administration immediate fiscal space to manage broader government expenditures while systematically rolling out agreed-upon policy frameworks.

A primary focus of this operation is to actively steer the state away from high-interest domestic debt instruments. By lowering local borrowing demands, the Treasury aims to drive down overall domestic borrowing costs and avoid crowding out the private business sector from accessing credit.

Strict Reforms and Sustainability Conditions

The cash injection comes with major strings attached, tying disbursements directly to verified progress in public financial management. To satisfy the World Bank’s sustainability-linked indicators, Kenya must advance its ongoing fiscal consolidation programme, enhance public procurement transparency, expand social protection initiatives, and improve accountability across civil service delivery platforms. newsportal.co.ke

“This operation is heavily intended to help Kenya manage its macro-fiscal risks while safeguarding investments in human capital and building long-term institutional resilience,” a senior World Bank representative noted, pointing to the ongoing push to trim the national budget deficit and restore global investor confidence.
